Snider 726a384873 test(agentic): add unit tests for paths, status, queue, plans ... Coverage: 4.2% → 9.2%. Tests for extractPRNumber, workspace status scanning, queue management, and plan file operations. Remaining coverage requires integration tests (git/forge/process).
