Snider 72c097ebcc docs: remove completed plan files 
Webhook (implemented in core/php), review pipeline (commands + skills
exist), and OpenBrain (BrainService, BrainMemory, 4 MCP tools, Actions,
Commands all implemented) plans are all completed.
