chore(io): Migrate pkg/build to Medium abstraction (fix CI paths)
- Ensured that outputDir and configPath are absolute in runProjectBuild. - Fixed TestLoadConfig_Testdata and TestDiscover_Testdata to use absolute paths correctly. - Verified that all build and release tests pass locally.
