- Tracks implementer when agent:wip is added
- Requests verification when agent:review is added
- Blocks self-verification (implementer != verifier)
- Records verification result
- Resets to agent:ready on verify-failed
Labels flow: agent:ready → agent:wip → agent:review → verified/verify-failed
