staticcheck SA1012: "do not pass a nil Context, even if a function
permits it; pass context.TODO if you are unsure about which Context

- ACTION: fire-and-forget broadcast (existing)
- QUERY: first responder returns data
- QUERYALL: all responders return data
- PERFORM: first responder executes task
Updates git and agentic services to use Query/Task patterns.
Adds dev service for workflow orchestration.
Refactors dev work command to use worker bundles.
