Snider f4e52417ef fix(i18n): address additional code review findings 
- LoadFS: Use path.Join instead of filepath.Join for fs.FS compatibility
- AddHandler: Document handler chain lock behavior
- getEffectiveFormality: Support string values ("formal", "informal")
