## Summary
Based on our most recent [release
attempt](https://github.com/openai/codex/actions/runs/21980518940/job/63501739210)
we are not building the shell-tool-mcp job correctly. This one is
outside my expertise, but seems mostly reasonable.

## Testing
 - [x] We really need dry runs of these
