feat(wire): encode/decode TxOutMultisig and TxOutHTLC targets 
Adds target variant serialisation in both V1 and V2 output
encoders/decoders. Supports multisig (tag 0x04) and HTLC
(tag 0x23) targets within TxOutputBare.
