Snider 5350b49243 feat(build): workflow Resolve build name step reads .core/build.yaml project.binary/name 
- release.yml: new step reads .core/build.yaml project.binary / project.name
  before falling back to \${GITHUB_REPOSITORY##*/} for artifact naming
- workflow_test + cmd_workflow_test: resolution-step assertions

Verified: go test ./... passes
