Container runtime (LinuxKit, hypervisor, state, templates), dev environment management (renamed devops → devenv), and image sources (CDN, GitHub). 254 tests passing. Package devops renamed to devenv to avoid collision with parent repo name. Co-Authored-By: Virgil <virgil@lethean.io>
