f37dd7b988 feat: scaffold go-forge repo with swagger spec and plan 
- go.mod at forge.lthn.ai/core/go-forge
- Pinned swagger.v1.json (229 types, 284 paths, 450 endpoints)
- CLAUDE.md with architecture overview and implementation plan reference
- Directory structure for types/, cmd/forgegen/
