+### P12-3. The Startable Change Is The Biggest Risk
+
+26 files across the ecosystem implement `OnStartup(ctx) error`. Changing to `OnStartup(ctx) Result` means:

+Getting all 44 repos to AX-7 100% before v0.8.0 is unrealistic. Scope it:

+- Other repos adopt incrementally via Codex sweeps
+- Each repo gets AX-7 as part of the Phase 3 ecosystem sweep
