feat(bugseti): add hub read operations

Add IsIssueClaimed, ListClaims, GetLeaderboard, and GetGlobalStats
methods. IsIssueClaimed returns (nil, nil) on 404 for unclaimed
issues. GetLeaderboard returns entries and total participant count.
