feat(bugseti): add hub write operations

Add Register, Heartbeat, ClaimIssue, UpdateStatus, ReleaseClaim,
and SyncStats methods for hub coordination. ClaimIssue returns
ConflictError on 409 and calls drainPendingOps before mutating.
