Issue

Controllers/ForAgentsController.php lacks test coverage.

Acceptance Criteria

  • Create tests/Feature/Controllers/ForAgentsControllerTest.php
  • Test JSON endpoint returns valid structure
  • Test caching behavior
  • Test authentication (if required)
  • Test response format matches documentation
