Claude	5f298275a7	refactor: remove BugSETI and i18n tools (moved to own repos) Remove internal/bugseti/ (now core/bugseti repo), cmd/bugseti/ (now core/bugseti/cmd/), and internal/tools/ (i18n-validate moved to core/go). core/cli internal/ is now empty.
